The visibility field has been removed from the form/flow property pane in the designers. Form Visibility is selected via the Access Control List wizard. You can access the wizard by clicking on the icon on the Forms Home Page or the Flows Home Page for your form/flow. If you are in the form/flow designers, click the
icon in the toolbar to display the wizard.
