Non-designer and other users can view form submissions if and flow submissions if granted access by the form designer. For Example, you are a designer for your company. You have designed an Expense Statement form/flow to be submitted by employees for monetary reimbursement. Employees in other departments need to view the Expense Report submissions also. You can use the Access Control feature to allow other users or groups to view the Expense Report form submissons/flow submissions. Refer to Access Control for the details.

Editing/deleting/viewing form/flow submissions is initially restricted to the form designer. Users that are not granted access control for submissions will see an empty Shared Items tab when they sign on to .
