A form/flow submission is one of three types of transaction entries in the Live Forms submissions repository. A transaction is created when: Online tracks the number of submission entries your tenant users create in the database. This is referred to as the transaction count and is not just for submitted forms. The transaction count increments when:
- A user submits a form or .
- A user submits the final step of a workflow.
- A user completes a workflow step - Live Forms saves saves a partially - completed workflow when forwarding it to the next user or /role.
- A user saves a partially - completed form or /flow to complete it later (the form's [[V4_Using_Forms#Save.2FLoad | Save/Load property]] must enabled for a user to be able save an incomplete form or flow).

You can view the number of transactions used each month in your tenant by logging in as the tenant administrator. Click the Manage Submissions link on the main tenant management page to view the list. Online user accounts may have a maximum limit on the number of submissions allowed each month, beyond which the account is charged for each additional submission.
